August 2, 2011, CLPOA Board Meeting

The Cove Landing POA Board met on August 2, 2011, at 11:30 a.m. at Brangus Feed Lot. 

Board members present: Ernie Enchelmayer (President), Lori Bodinger (Treasurer), Gerald Riley, Ron Chenault, and Robyn Jones (Secretary). 

Several residents have received notices from the postal mail carrier informing them that their mailboxes need to be raised to continue receiving mail.  It is possible that the re-paving of the streets has raised the height of the road, making the mailboxes too low.  The postmaster at the El Mira USPS office should be contacted with questions and/or concerns about this issue. 

Some of the shrubs at the entrance to Cove Landing have died and need to be replaced.  Expenses associated with replacing shrubs was discussed.  Earthworks is scheduled to come out and work up an estimate for the cost of replacing the dead shrubs. 

Lori Bodinger inquired with the bank about the ability for the CLPOA to offer the option of setting residents up on EFT (Electronic Funds Transfer) to pay annual dues.  It was determined that the bank would draft in batches and would charge the CLPOA $5.00 per batch, and $0.10 per transfer.  The Board is considering this as an option to collect annual dues from those interested in paying this way each year.  Alternately, Ron Chenault spoke with the Pope County Tax Collector, Rita Chandler, about attaching annual dues to property taxes.  Rita Chandler agreed to consult with an attorney about the possibility of the CLPOA collecting annual dues alongside property taxes, which would cost the CLPOA 4% of what was collected.   

The Treasurer presented the Board with the June 2011 treasury report.  The June 2011 balance was $9,679.56.  $7,850.00 was received in dues.  $1,075.35 has been paid out for landscaping.  $1,532.18 has been paid out to Entergy.  $976.50 has been paid out to River Valley Satellite for the security system at the entrance. $198.18 has been paid out to Tri-County Water.  $366.69 has been paid out for miscellaneous expenses, such as supplies, PO Box rental fee, charge for annual meeting space, fees associated with sprinkler system at entrance.  To date, 21 homeowners have not paid annual dues.  Several realtor-owned properties are also delinquent.  

Gerald Riley updated the Board about adjustments and changes to the security cameras at the entrance to the neighborhood.  Jeff Kimbrough from River Valley Satellite has improved the security features of the cameras significantly. Two new cameras were installed, infrared enhancers were added, increasing night-vision capabilities. A DVR (Digital Video Recorder) is accessible to Gerald Riley and River Valley Satellite and will save and store video surveillance footage so that it can be retrieved and viewed if needed. The increase in monthly fees associated with this new and improved security camera system was discussed. Jeff Kimbrough recommended to Gerald Riley that the CLPOA consider purchasing a computer dedicated specifically to the video surveillance feed. Additional security equipment and related costs were discussed. 

Gerald will speak to Jeff Kimbrough about replacing the lighting at the entrance to Cove Landing in a way that will not conflict with the wiring or view of the new security cameras. 

The Board discussed access roads/old hunting roads that lead into Cove Landing and the need to block them off.  The Board will arrange to have such roads blocked off/closed. 

Ernie Enchelmayer spoke with a representative from Waste Management, Inc about renting a 40-foot dumpster that will be available for a “Neighborhood Clean-up” week tentatively scheduled for early October. 

The Board discussed plans to produce a type of “Welcome to Cove Landing” magnet to be distributed to residents, which would also be given to future residents as they join the neighborhood.  The magnet will display important phone numbers, the CLPOA mailing address, and other helpful information to people new to the area.   

The CLPOA Board is considering purchasing a “Go-Phone” (or similar non-contractual phone) so that a phone number and voicemail can be designated specifically for CLPOA calls.  This phone number will be listed on magnet mentioned previously. 

Ron Chenault spoke to the Board about homes in Cove Landing and their fire protection class rating.  We are in the Crow Mountain Fire Department’s fire district, so the homes in our neighborhood have a “Class 9” fire rating.  Ron plans to speak with officials with the Pottsville Fire Department about the possibility and/or likelihood of a sub-station being constructed in the area so that homes in Cove Landing could fall under a lower fire protection class rating.
